Canada Immigration Changes June 2026: New Rules, Deadlines And PNP Updates

Many Canada immigration applicants miss important dates because they only check their portal after something has already changed. June 2026 is one of those months where small updates can create a big effect for work permit holders, students, provincial nominee applicants, Quebec sponsors, and immigration stakeholders.

This month is not about one big Canada immigration reform. It is more about many important deadlines coming together. Some rules are ending. Some consultations are closing. Some provinces are opening new paths. Some applicants may need to act before the month ends.

If you are already in Canada on a work permit, waiting in a PNP pool, planning family sponsorship in Quebec, or following future PR targets, these updates are worth checking carefully.

Work Permit Study Policy Ends

A temporary IRCC policy that allowed some work permit holders to study in Canada without a separate study permit is ending on June 27, 2026.

This policy started on June 27, 2023. It helped eligible foreign workers study full time or part time while they continued working in Canada.

Before this policy, many work permit holders could only study short programs without a study permit. This temporary rule gave them more freedom to upgrade skills, complete training, or take courses linked to their work.

Who Was Eligible

This policy was not for every worker in Canada. It only applied to people who met the set conditions.

You may have been eligible if:

  • You had a valid work permit
  • You applied for that work permit on or before June 7, 2023
  • Or you submitted a work permit extension application on or before June 7, 2023
  • You were allowed to work in Canada under that status

Workers who applied for a work permit after June 7, 2023 were not covered under this temporary rule.

What Happens After June 27

After June 27, 2026, eligible workers cannot continue studying only under this temporary public policy.

If your study program continues beyond this date, you may need a valid study permit to keep studying legally in Canada.

This is one point many people can miss. A worker may think that because their course already started, they can continue. But once the policy ends, study authorization must be checked again.

Important PGWP Point

Completing a course under this temporary work permit study policy does not automatically make a person eligible for a Post Graduation Work Permit.

For PGWP eligibility, applicants usually need to meet regular study permit based rules. If someone studied only under this temporary worker policy, they should not assume that the program will help them get a PGWP.

Also, Canadian work experience gained during full time study under this policy may not count for Canadian Experience Class.

What Workers Should Do

If you used this rule to study in Canada, check these points before June 27.

  • Check your work permit expiry date
  • Check your study program end date
  • Ask your school about your study status
  • Check if you need a study permit
  • Apply early if your course continues after June 27
  • Do not assume PGWP eligibility
  • Keep copies of all IRCC letters and permit documents

This is a deadline where waiting until the last week can create problems.

Key Dates In June 2026

Here are the main Canada immigration dates to remember this month.

  • June 10, 2026: BC PNP webinar for the CARE objective and rural health support initiative
  • June 14, 2026: IRCC immigration levels consultation closes
  • June 15, 2026: BC PNP Temporary Rural Remote Health Support registration opens
  • June 25, 2026: Quebec family sponsorship reception period ends
  • June 27, 2026: IRCC work permit study policy expires
  • June 30, 2026: Quebec target date for some old skilled worker file decisions

IRCC Consultation Closes

Why This Matters

IRCC is collecting public feedback for the 2027 to 2029 Immigration Levels Plan. The online consultation closes on June 14, 2026.

This matters because Canada uses the immigration levels plan to decide how many permanent residents may be admitted in future years. It also helps shape the focus of economic immigration, family immigration, refugee intake, French speaking immigration outside Quebec, and temporary resident planning.

Who Should Care

This consultation can matter for many groups.

  • PR applicants
  • Employers
  • Students
  • Temporary foreign workers
  • Settlement groups
  • Immigration lawyers and consultants
  • Community organizations
  • Provinces and local bodies

Many applicants feel immigration targets are decided far away from them. But this public survey is one of the few simple ways to share feedback before the next plan is prepared.

What The Survey Covers

The consultation asks for views on areas such as:

  • Permanent resident targets
  • Temporary resident levels
  • Economic immigration needs
  • Labour market gaps
  • Francophone immigration outside Quebec
  • Community and housing capacity
  • Future program priorities

Late online survey submissions will not be accepted after June 14. So anyone who wants to share feedback should complete it before the deadline.

Ontario OINP Rule Changes

New Power For Ontario

June 2026 is the first full month after major Ontario Immigrant Nominee Program changes took effect on May 30, 2026.

Ontario updated its regulation under the Ontario Immigration Act. This gives the province more flexibility to create, remove, or redesign OINP streams faster than before.

Earlier, bigger stream changes could take more time because the province had to go through a longer regulation process. Now Ontario can respond faster when labour market needs change.

Why Candidates Should Watch Closely

This change does not mean everyone will suddenly get a nomination. But it does mean Ontario can launch or change streams with less delay.

Candidates with active Expression of Interest profiles should monitor OINP updates because new pathways may appear, and old pathway rules may shift.

Ontario may use this flexibility to target:

  • Health care workers
  • Skilled trades
  • Technology workers
  • Education workers
  • Mining workers
  • Agriculture workers
  • Regional labour needs

What Applicants Should Do

OINP candidates should take a simple but careful approach.

  • Keep your EOI profile updated
  • Check if your NOC or TEER category still fits
  • Watch official OINP updates
  • Review employer job offer rules if applicable
  • Keep work experience documents ready
  • Do not depend on old stream information

One common mistake is relying on old YouTube videos or old blog posts after a program redesign. For Ontario, official updates should be checked again before taking any action.

BC PNP Health Support Update

New BC PNP Guide

British Columbia updated its BC PNP Skills Immigration guide, effective May 28, 2026. The guide explains how BC is now focusing nominations around three main priorities.

These priorities are:

  • Care
  • Build
  • Innovate

What Care Means

Care focuses on services that support people and communities. This may include health care, education, child care, and some related services.

What Build Means

Build focuses on workers needed for housing, construction, infrastructure, and key trades. This is important because British Columbia needs more skilled workers for building and major projects.

What Innovate Means

Innovate focuses on technology, research, and special talent that can support long term economic growth in the province.

Rural Health Support Initiative

BC PNP is also opening registration for a Temporary Rural Remote Health Support initiative from June 15, 2026 to August 31, 2026.

This is a one time initiative. It is not open to all health care workers.

It is mainly for eligible cleaning and security workers who are already working for a health authority in rural or remote areas of British Columbia.

Who May Benefit

This may help workers who are doing important support work inside health facilities in hard to staff areas.

Eligible workers may include those who meet all of these points:

  • They work in an eligible cleaning or security role
  • They are employed by a BC health authority
  • They work in a rural or remote BC community
  • They meet BC PNP program requirements
  • They submit registration during the open period

Who Should Not Assume Eligibility

This initiative is narrow. Many people may hear the words health support and think it applies to every health care worker. That is not correct.

It may not apply to:

  • Urban health care workers
  • Private company workers
  • All nurses or doctors
  • All hospital staff
  • Workers outside the listed rural or remote areas
  • Workers who do not meet the employer requirement

Applicants should read the BC PNP guide carefully before preparing documents.

Alberta AAIP WEOI Edit Option

What Alberta Changed

Alberta Advantage Immigration Program added a new edit function for Worker Expression of Interest submissions on May 26, 2026.

This is helpful for candidates because earlier, even a small correction could force someone to cancel the full WEOI and submit again.

That also meant paying the fee again in some cases.

Now candidates can edit their submitted WEOI from the AAIP portal without cancelling the whole profile.

How The Edit Works

Candidates can log in to the AAIP portal and open their WEOI submission. If the status is Submitted, the edit option should appear.

When editing starts, the profile is temporarily removed from the selection pool. This means the candidate cannot be selected in a draw while editing is open.

After changes are saved, the WEOI returns to Submitted status and goes back into the pool.

If no changes are saved within one hour, the system returns the WEOI to Submitted status with no updates.

Validity Does Not Reset

This is very important. Editing your WEOI does not extend its validity.

For WEOIs submitted on or after April 7, 2026, validity is linked to the date the fee was paid. For older WEOIs, validity is linked to the original creation date.

So do not edit only to try to extend your time in the pool. That will not work.

Invitation Decline Option

Alberta also added an option where candidates can decline a stream invitation and return to the WEOI pool before the 15 day invitation period ends.

This can help candidates who receive an invitation for a stream they do not want, but still want to wait for another stream where they may be eligible.

What Candidates Should Do

AAIP candidates should review their profile details now.

Check:

  • Work experience
  • Education
  • Job offer details
  • Express Entry profile number if relevant
  • Contact details
  • Stream interest
  • Documents and dates

Small errors can affect selection, so this edit option is useful. But do not keep the profile in edit mode for no reason because it will be out of the pool during that time.

Quebec June Deadlines

Family Sponsorship Period Ends

Quebec current family reunification sponsorship reception period ends on June 25, 2026.

Quebec had set a limit for family sponsorship undertaking applications for the period from June 26, 2024 to June 25, 2026. Many capped categories had already reached their limit earlier.

These capped categories included sponsorship for:

  • Spouses
  • Common law partners
  • Conjugal partners
  • Dependent children aged 18 or older
  • Parents
  • Grandparents
  • Some other eligible relatives

Will It Reopen On June 26

Sponsors should not assume that applications will reopen automatically on June 26, 2026.

MIFI has said it will announce its next decision by June 25, 2026. That decision may bring a new intake period, new caps, a continued pause, or changed rules.

The safest step is to keep documents ready and wait for the official update.

Why Quebec Is Different

Quebec has its own immigration agreement with the federal government. This is why Quebec family sponsorship intake rules can be different from the rest of Canada.

Sponsors outside Quebec are not affected by Quebec family sponsorship caps.

Old Skilled Worker Files

Quebec also has a June 30, 2026 target for decisions on some older Regular Skilled Worker Program files.

This mainly affects applicants who received a notice of intention to reject or refuse and responded within the given deadline.

If you are waiting on such an old file, check your MIFI account and email carefully through June.

PGWP Applicants Reminder

Language Test Rule

Most PGWP applicants who apply on or after November 1, 2024 need to provide proof of English or French language results.

Some applicants see language proof listed as optional in the online checklist. But if the rule applies to your program, you should not treat it as optional.

Missing language proof can create a refusal risk.

Main Exemptions

The main exemptions include:

  • Applicants who submitted their PGWP application before November 1, 2024
  • Graduates of PGWP eligible flight schools

Before applying for PGWP, students should check the latest IRCC document list and eligibility page.

Rules Not Starting In June

Express Entry Reform

There has been discussion around possible Express Entry changes. Some proposals have included changes to program structure and CRS scoring.

But these are not confirmed June 2026 rules.

Until final regulations are published and brought into force, Express Entry continues under current rules.

Applicants should not make major decisions based only on proposed changes.

Consultant Rules

New immigration consultant regulations are expected to come into force on July 15, 2026, not in June.

These rules are linked to stronger regulation of immigration and citizenship consultants.

Applicants should still be careful when choosing a representative. Always check if a consultant is properly licensed before paying money.

IMP Language Rules

There has also been talk about possible language testing rules for some International Mobility Program work permit applicants.

As of now, there is no confirmed June 2026 start date for such a rule.

Applicants should follow current official rules until final regulations are published.

Common Mistakes To Avoid

Many immigration problems happen because people act on half information. In June 2026, avoid these mistakes.

  • Do not assume the work permit study policy will continue after June 27
  • Do not assume study under that policy gives PGWP eligibility
  • Do not miss the June 14 IRCC consultation deadline
  • Do not use old OINP stream rules without checking updates
  • Do not assume BC health support initiative is open to all health workers
  • Do not leave AAIP WEOI errors uncorrected
  • Do not keep AAIP WEOI in edit mode during a possible draw
  • Do not assume Quebec sponsorship reopens on June 26
  • Do not submit PGWP without required language results
  • Do not confuse proposed rules with confirmed rules

What Applicants Should Do Now

June 2026 is a good time to review your immigration status and documents.

You can take these practical steps.

  • Check your permit expiry dates
  • Save copies of current IRCC and provincial rules
  • Review your PNP profile
  • Update wrong information in portals
  • Prepare documents before intake windows open
  • Follow only official government updates
  • Speak with a licensed professional if your case is complex

Small planning now can save a lot of stress later.

Final Thoughts

June 2026 brings many Canada immigration updates, but the biggest lesson is simple. Applicants should not wait until the last day.

The IRCC study policy expiry can affect work permit holders who are studying. The immigration levels consultation can shape future PR planning. Ontario and BC are moving toward more targeted provincial selections. Alberta has made profile editing easier. Quebec sponsors are waiting for the next family sponsorship decision.

For applicants, the best step is to check which update affects your own case and act before the deadline.

FAQ
