Quebec Issues Invitations to Mid-Level and Manual Skill Workers


On July 31, 2025, Quebec issued a new round of invitations under its Skilled Worker Selection Program (PSTQ), marking the first time the province has targeted candidates in the Intermediate and Manual Skills stream since launching the PSTQ earlier this year.

The Ministry of Immigration, Francization and Integration (MIFI) invited 273 candidates to apply for permanent selection under the Intermediate and Manual Skills stream.

To be eligible, candidates were required to meet the following criteria:

  • Score: Minimum of 661 points
  • Residence: Living outside the Montreal Metropolitan Community
  • Work Experience: At least 24 months of work experience in the past five years, including 12 months in Quebec in their primary occupation

Candidates were selected from the Arrima portal on July 28, 2025, at 8:00 a.m.

About the Intermediate and Manual Skills Stream

This stream is intended for foreign nationals who meet specific occupational, language, and education criteria.

Occupational Requirements

  • Must work in an occupation classified under FEER categories 3, 4, or 5*
  • Must not be employed in a regulated profession in Quebec

Language Proficiency

  • Applicant: Level 5 or higher in speaking and listening in French (based on the Échelle québécoise or equivalent)
  • Spouse/Common-law Partner (if applicable): Level 4 or higher in French speaking and listening

Education Requirements

Candidates must have one of the following:

  • A diploma equivalent to a Quebec high school diploma, OR
  • A full-time diploma from a program of at least one year, equivalent to:
    • Diploma of Vocational Studies (DVS)
    • Attestation of Vocational Specialization (AVS) – secondary level
    • Attestation of College Studies (ACS) – CEGEP level

Minimum program durations:

  • 600 hours (secondary level)
  • 900 hours (college level)

The diploma must be obtained before submitting the application.

Note: FEER (Formation, Études, Expérience et Responsabilités) is Quebec’s French-language equivalent of the TEER (Training, Education, Experience, and Responsibilities) system used in the NOC (National Occupation Classification).

Understanding FEER Categories 3, 4, and 5

FEER 3
Occupations typically require:

  • A post-secondary diploma of less than two years
  • An apprenticeship under two years
  • On-the-job training of over six months
  • Work experience with some secondary education
  • Several years’ experience in a related FEER 4 occupation

FEER 4
Occupations usually require:

  • A high school diploma
  • Several weeks of on-the-job training
  • Experience in a related FEER 5 occupation

FEER 5
These roles involve:

  • Minimal training or no formal education requirements
  • Basic demonstration of work ability

Background: Quebec’s Skilled Worker Selection Program (PSTQ)

The PSTQ officially replaced the Regular Skilled Worker Program in late 2024, though it only became operational in mid-2025.

On July 17, 2025, Quebec issued its first invitations under the PSTQ, focusing on two new streams:

  • Highly Qualified and Specialized Skills stream
  • Exceptional Talent stream

A total of 238 invitations were issued on that date to individuals living in Quebec who demonstrated:

  • French-language ability
  • Relevant education or work experience in Quebec
  • Employment in in-demand occupations related to labour shortages
