2 New Ontario OINP Draws on April 30 Issue 997 PR Invitations for the GTA

The Ontario Immigrant Nominee Program (OINP) issued 997 invitations for permanent residence on April 30, 2026, through two Employer Job Offer streams. This draw targeted candidates with valid job offers in the Greater Toronto Area (GTA).

Only the Foreign Worker and International Student streams were included in this round.

Unlike the April 23 regional draws, which covered areas outside the GTA and included the In-Demand Skills stream, this draw focused only on the GTA and excluded lower-skilled occupations.

To qualify, candidates needed to:

  • Be living in Canada with a valid work or study permit
  • Have a job offer from an employer located in the GTA (Durham, Halton, Peel, Toronto, or York)
  • Have an active Expression of Interest (EOI) profile

The minimum score required was:

  • 57 for the Foreign Worker stream
  • 81 for the International Student stream

These cutoffs are lower than the April 23 regional draws, where Foreign Worker scores ranged from 60 to 63.

Key Draw Details

  • Date: April 30, 2026
  • Total Invitations: 997
    • Foreign Worker: 720
    • International Student: 277
  • Profile Range: July 2, 2025 to April 28, 2026
  • Draw Type: Targeted for GTA

This is the first GTA-focused Employer Job Offer draw since March 25, when 431 invitations were issued.

GTA Coverage

The GTA includes:
Durham, Halton, Peel, Toronto, and York.
This covers major cities like Toronto, Mississauga, Brampton, Markham, and Vaughan.

Only candidates with job offers within these areas were eligible.

Stream Highlights

Foreign Worker Stream (Score: 57+)
This stream included a wide range of roles across:

  • Technology
  • Healthcare
  • Management
  • Construction

International Student Stream (Score: 81+)
This stream focused on:

  • Tech and engineering roles
  • Healthcare occupations
  • Construction and infrastructure jobs

Important Note

The In-Demand Skills stream was not included in this draw. This means candidates in TEER 4 and 5 occupations were not eligible this time.

Why This Draw Matters

The GTA is one of the most competitive job markets in Ontario. However, this draw had relatively low score requirements, especially for the Foreign Worker stream.

This suggests Ontario may be trying to reduce its backlog before upcoming program changes expected on May 30, 2026.

With high Express Entry cutoffs, OINP Employer Job Offer streams remain a strong option for candidates who already have job offers but lower CRS scores.

What to Do Next

If you received an invitation:

  • Your employer must submit their application within 14 days
  • You must submit your application within 17 days
  • Make sure all documents are ready and submitted through the OINP portal

Key Takeaways

  • 997 invitations issued for GTA candidates
  • Only Foreign Worker and International Student streams included
  • Cutoffs: 57 (Foreign Worker) and 81 (International Student)
  • Lower scores compared to recent regional draws
  • No In-Demand Skills stream in this round

With major changes coming to OINP, this draw could be one of the last chances to apply under the current system.
